Manhattan Strategy Group (MSG) in Bethesda, MD is seeking an Education Project Director to join our team. This position will provide strategic direction and manage the successful execution of a multi-year, large-scale technical assistance (TA) capacity building project with the U.S. Department of Education. The successful candidate will have federal grant or contract management experience with programs serving states and local entities such as state education agencies (SEAs), local education agencies (LEAs), and schools.This role is for a full-time employment position.
JOB RESPONSIBILITIES/DUTIES
The Project Director will direct and oversee multiple capacity building and technical assistance (TA) functions which may include, but are not limited to:
  • Facilitating communications and guidance to SEAs, LEAs, schools, and to the field, including disseminating program guidance, resources, materials, and other key information products from multiple sources.
  • Producing information briefs, fact sheets, and a variety of other TA materials to support effective program implementation.
  • Planning and implementing a communication system that enables routine and ongoing exploration of client and technical assistance recipient needs.
  • Overseeing the development and maintenance of communications systems, including web-based technologies and social media presence, to support information dissemination and collaboration among grantees and other stakeholders.
  • Developing and delivering short, intermediate, and long-term professional development and TA that addresses Federal and State-specific needs, priorities, and education reform initiatives.
  • Leading the development and implementation of annual service plans for long-term initiatives.
  • Managing all project deliverables and providing quality control to ensure products and services exceed client expectations, such as managing staff, task assignments, and project resources, including subcontractors and subject matter experts (SMEs).
  • Providing effective direction of TA services to ensure the provision of high quality, responsive, and coordinated TA services and project deliverables, timely communication, and resolution of quality concerns and issues.
  • Implementing and performance management, monitoring, and evaluation system to engage in continuous improvement activities for the center.
  • Providing ongoing supervision and coaching for all state leads, TA specialists, and other center personnel that supports ongoing professional development and performance improvement.
  • Engaging with senior firm leadership regarding the implementation and status of projects, including reporting through various internal mechanisms.
QUALIFICATIONS
  • Bachelor's degree required; advanced degree (master's or doctorate) preferred.
  • Must have at least 4 years of relevant experience as a project director of a Federal grant or contract.
  • Must have experience providing strategic direction and directing the successful execution of a multi-year, large-scale technical assistance (TA) grant or contract with the U.S. Department of Education or other Federal agency serving the education field.
  • Must have experience leading a project team of multiple staff members (at least 5 FTE annually) and providing ongoing feedback to individuals and the team to drive high performance.
  • Must be highly proficient in managing project budgets and timelines to align resources to meet project deliverables and successfully complete projects on time and within budget.
  • Must be highly proficient in MS Office suite and willing to learn new technologies.
  • Must be knowledgeable about the projects and activities of the U.S. Department of Education, Office of Elementary and Secondary Education (OESE).
  • Must be able to travel within the U.S. for meetings, events, convenings, or other purposes.
  • Preferred to be knowledgeable about Every Student Succeeds Act (ESSA) and programs under it.
  • Preferred to be knowledgeable about or experienced with running advisory boards of practitioners and subject matter experts.
  • Preferred to have experience in developing proposals, either for Federal, State, or private foundation clients.
